Leaked so far

Welfare
-increase of €5 in the qualified payment for children aged 12 and over.
-€2 per week increase for children aged under 12
-increase the allowance for Social Welfare recipients who live on the islands up to €20 a week.
-€2000 increase in the Widowed or Surviving Civil Partner Grant.
-Christmas bonus for the majority of those receiving the Pandemic Unemployment Payment.

Employment
Apprenticeship Scheme where employers get €3,000 to take on an apprentice set to be extended in Budget 2021

Housing
-coming in at €3.3 billion
-12,750 new homes will be added to the stock of social housing of which 9,500 will be built.
-The Help To Buy scheme is going to be extended at its current level, which allows up to €30,000 in tax clawbacks on a new home.

Education
-bring down pupil teacher ratios to 25:1 with the creation of 600 new positions
-€50 million fund to provide a once-off financial assistance to full-time third-level students. The measure is likely to be worth €250 to each student.
-The post-graduate grant will increase from €2,000 to €3,500, plus the qualifying income threshold will rise from €30,000 to €54,000.

Transport
Cabinet have given the green light to take next step towards the upgrading of the Dunkettle Interchange in Cork.

Tax
-No change to Income Tax, USC or PRSI
-VAT rate for the hospitality sector will be cut from 13.5 per cent to nine per cent
