This is just a perp walk.
He has to be arrested for questioning. If there is a case then a file will be prepared for the DPP and later brought to trial.

Callely’s wife’s car was purchased under the Disabled Drivers and Passengers Scheme for her qualifying mother and, as such, would be exempt from motor tax. He was previously doorstepped by a tabloid parking the car in a disabled space with no sign of the supposedly disabled mother.

On an unrelated note, fraudulent use of the Disabled Drivers and Passengers Scheme is rampant, with the credibility of the apparently tough medical requirements being stretched in many cases. It is suspected that some people abuse the scheme in order to buy expensive cars at knock down prices.
