But Q4 2020 was the highest quarter since official figures started in 2011

How much of Q4 was finishing off builds stopped during Covid vs genuine uptick in new builds is anyone’s guess

I expect a lull possibly in Q3 or Q4 and county councils would not give out commencement notices during the lockdown from January to early April.

Impact of Covid lockdowns is plain to see with Completions in 2020 and now 2021 still below 2019 levels

A lot of apts complete in Q4 2021…I am guessing many went straight to HAP etc as there did not seem to be any increase in daft listings

Unsurprising, as it was ALLways the plan.

Total Completions to Q1 to Q3 2022 are now higher than all of 2021. Encouraging

Key Findings

  • The volume of production in construction fell by 2.7% in Quarter 3 2022 compared with Quarter 2 2022 on a seasonally adjusted basis.
  • On an annual basis, there was a 4.5% decrease in volume recorded.
  • The Residential Building sector declined by 16.2% in the seasonally adjusted volume index between Quarter 2 2022 and Quarter 3 2022.
  • The Non-Residential Building sector reduced its volume of output by 2.8% on a seasonally adjusted basis between Quarter 2 2022 and Quarter 3 2022.
  • The Civil Engineering sector rose by 10.3% in the seasonally adjusted volume index between Quarter 2 2022 and Quarter 3 2022.
  • The seasonally adjusted value index for All Building and Construction decreased by 1.8% on a quarterly basis and increased by 6.0% on an annual basis.

Tuesday 14 February 2023: Under the Statistics Act, 1993, the Central Statistics Office (CSO) is in an unique position to independently gather and link fragmented administrative data sources and evaluate their potential for statistical use. The CSO collects and publishes Official Statistics without interference from Government or other groups.

When producing the first in the quarterly New Dwelling Completions series in Q1 2018, New Dwelling Completions Q1 2018 - CSO - Central Statistics Office the CSO investigated the suitability of using many of these datasets and determined that adjusted ESB connection data was the most suitable to use as it is collected in a consistent method and in a consistent format by a single organisation (ESB Networks). The data is also checked on an ongoing basis against Sustainable Energy Authority of Ireland (SEAI) Building Energy Rating (BER) certificates where the majority of scheme and apartments in the new dwelling completion dataset have a new domestic BER certificate registered within three months.

Since first producing the series in 2018, the CSO continues to consult and engage with key stakeholders to further refine and improve the accuracy of future analysis as data sources emerge and improve.

In response to the publication of analysis by Construction Information Services, the CSO previously analysed the Certificates of Compliance on Completion (CCCs) from the Building Control Management System (BCMS) but found that it not only was missing one-off single houses, of which there were more than 5,500 in 2022, it also lacked a consistent method of data collection, as information is entered by individual architects or developers. In addition, there was also a concern around a potential time lag between the connection to the electricity network and the full certification of completion process which could lead to an understatement of completions in that period.
