Ring a stock broker.

This is the way to do it, allows you to own german govt bonds in YOUR own name. NOT in a brokers nominee account, the German federal debt agency manages your account:

deutsche-finanzagentur.de/en … investors/

you will need to get your passport notaired and fill out the forms. It’s a little tricky but if you have a german speaking friend it’s quite straightforward.
