I imagine the bulk of the traffic is pornography, Netflix, video game streaming, YouTube etc, with some other cables being exclusively for financial institutions or foreign intelligence services etc. Any truly vital data probably only takes up a miniscule amount of bandwidth and could be routed here lots of ways if the cables did go.
