Four in five public servants are not bound by any code of conduct - seven years aft6er legislation was passed to tackle the issue.

The lack of progress has been highlighted by the state’s ethics watchdog.
Launching its sixth annual report, the Standards in Public ffice Commission said it had received 47 complaints in 2007.

These included two against former Taoiseach Bertie Ahern, which were not upheld.

However, the six person commission said it was very concerned that 80pc of civil servants still had no code of conduct because parts of the Standards ion Public Office Act 2001 had not been implemented.

“The lack of statutory code or codes of conduct for the overwhelming majority of persons in the public service could create serious difficulties in the event of a complaint coming before it,” said commission chairman Judge Matthew P Smith.

“While statutory codes of conduct already apply to civil servants and local authority employees, another 80pc of public servants do not have them.”
