Second property tax refund

My parents are divorced, The legalisation clearly provides for a divorced couple where one party retains an interest in the family home.
However, my father, after been contacted by a debt collector, paid the second property tax and all the late charges on my mothers house, even though he should not have been liable for this charge.

Is there any route to appeal that you are aware of?

Which property tax? There is no property tax in Ireland and the household charge is not even due yet, let alone being debt collected. Is this a house abroad?

Given the background it looks like the Non Principal Private Residence charge (€200 annually).

My father called the office and he was offered a full refund, €1660 euros.
As he only has the state pension he is delighted.
