We have 60,000 (guessing) with job title Y.
Only those with job-title X can possibly have any power to create this little scheme/scam.
Those with job-title X have a bit of form in this regard.
We use the scheme/scam to beat up on those with job-title Y.
Go figure!
Answer is simple.
Tax all state pensions above €50,000 at 99%.
