So, Just How Corrupt Was The Planning Process?

The information is this is taken from a number of sources.

Its purpose is to summarise planning permissions granted for private accommodation (houses, apartments) and relate this to current housing stock and population of the counties.

The numbers are for planning permissions and not for actual construction that took place subsequently. However, the number of permissions granted is a reasonable measure of distortion, skewness and even corruption, casual or conspiratorial, that took place in the planning process. Permissions, after all, should only be granted after proper assessment of the needs of the proposed developments, impact on the area, and so on.

It appears to me that the Mahon Tribunal was, among others, an inquiry into corruption into the planning process within Dublin. I would suspect that any inquiry into the planning processes in other areas would yield very similar results.

These relationships will be an indicator of how distorted the planning process was in some counties.

There is a separate series BHA02 Planning Permissions Granted for New Houses and Apartments by Type of Dwelling, Region and County, Year that goes to 2011 but his has some inconsistencies.

The Department of the Environment produce planning statistics up to 2009 but these do not agree with the CSO figures - see environ.ie/en/Publications/S … tatistics/.

The planning permission numbers are for the interval 2001 to 2010. This is after many of the events inquired into by the Mahon Tribunal and after the original Flood Tribunal was established. It would be reasonable to assume that the level of corruption would have lessened because of the publicity associated with the operation of the Tribunal.

There are some obvious observations that are initially apparent:

• In Laois, where there is only a single planning authority, permissions were granted for 35,964 units. The current Total Housing Stock is 32,664, less than the permissions granted. Why were so many units permitted if they were not built? The units permitted over the interval represented 44.64% of the 2011 population. This is a simple ratio and does not take into account the number of people each unit permitted can accommodate.

• In Donegal, permissions were granted for 69,037 units. The current Total Housing Stock is 83,918. The units permitted over the interval represented 42.84% of the 2011 population.

• In Roscommon, permissions were granted for 29,981 units. The current Total Housing Stock is 31,585. The units permitted over the interval represented 46.80% of the 2011 population.

• These initial observations contrast with Dublin where permissions were granted for 159,132 units. The current Total Housing Stock is 527,665. The units permitted over the interval represented 12.50% of the 2011 population, the lowest ratio for all counties.

This analysis is limited to the interval 2001 to 2010 for which there is good data that can be, with some difficulty, matched to other information on population and occupancy. If the interval was widened, the picture would just get worse.

The image here is of rural planning authorities granting permissions for completely unneeded developments for which there will never be occupants.

There can never have been any justification for such planning permissions being granted. The current population is 4,588,252. With 1,994,845 residential properties this is an average occupancy ratio of 2.3.

If the same ratio was applied to 1,197,886 units permitted from 2001 to 2010, the total number of expected occupants would be 2,755,203. This is much less than the 671,049 increase in population that occurred over the same interval.

So what were the causes: corruption, incompetence, local authority greed for planning fees, lax planning standards, no supervision, a mix or some or all of these? Certainly the pervasive over planning permitted indicates that corruption must have played some part.

This has created a distorted the property market. The country is littered with properties that have no and will never have any value while there is probably a shortage of good-quality residential accommodation in the Dublin area. Just one more legacy of the time of Bertie and Fianna Fail.

Each planning authority is independent eg Laois. Laois rezoned every dog and donkey of a village at one point ( 2005 ) and the FG party was the lead rezoner that time. rte.ie/news/2005/0204/laois.html in an electoral pact that saw them control Laois from 2004 to 2009 along with Sinn Fein and certain Independents.

So yes. Rotten and all pervasive. Not just an FF thing either. A former FF councillor then independent, Michael Moloney, posted extensively on the pin during those times. He was NOT part of the pact that rezoned all around them.

I dare say the ‘Planning Process’ is generous and should in fact be called a ‘Building Process’.

I wonder how many of these phantom planning permissions that never became buildings were lobbed in solely for Compensation claims - prior to CPO for roads, electric lines etc. There was never going to be a house there, and the owner didn’t want a house there but they were looking to bump up the Compo.

Sounds like a myth - unless there is “lose your job” corruption involved. If land is marked for state development, or still in the running for development, the Planning Authority won´t grant Permission for something else.

Or does it show that corruption moved outwards from Dublin once the media focused on what was coming out of the Tribunals ? The numbers from Donegal / Leitrim / Longford are staggering.

You don’t need to look at local councillors for that. Tax breaks by FF were the cause.

I just think its amazing that one of the main reasons for planning is to prevent ribbon development. Yet, this is what we have ended up with.

It seems to me that the very existence of the planning process makes one offs much more expensive and attractive to build and sell on.

I can only comment on the south Roscommon area (where I live), around here the number of houses has nearly doubled in the past decade or so, currently the vast majority are occupied, we are within easy reach of Athlone and the M6 around here. Even with all the building, there was about a 20% rejection rate in the mid noughties, rapidly rising after 2008.

I do not see how tax breaks in themselves causes rezoning of land and the subsequent awarding of planning permission.

Tax breaks created the incentive to apply for rezoning and then to apply for permission to build.

These requests could have been rejected.

The local authority had to go through the planning evaluation process and decide the plans submitted made sense when they clearly did not.

Fuck all chance of that.

Based on this approach, the worst county and set of local authorities is Kerry where 6.72 times the population increase could be accommodated in the non once-off units, excluding once-off houses. Sligo is not far behind at 6.38.

Kildare, Meath, Dublin and Wicklow are the lowest.

Great work JXBR, but I think it’s not the full story. Not all developments are as bad as each other.

Looking at my own (mid-size) home town there were quite a large number of houses built; however there are no ghost estates and I distinctly recall the time of the planning permission being granted the Labour Cllr wailed about developers etc but the FG guy retorted “Do we want more homes for our young people when prices are rising at a rate of knots?” Most people would say yes, and given virtually all the houses are occupied in the town suburbs I believe it was the correct decision. The houses were built in a contiguous belt adjoining the existing town and the farmer would have got the lions share of the value AFAIK

In the villages 10-15 miles away there are similar smaller developments whose merits are not as clear cut and whose occupancy rates are lower (and I’d question the sewerage treatment etc.); however they can no way be compared to the ghost estates in Roscommon and Leitrim which don’t even border a small village.

For the most part the reason “we are where we are” is because of low interest rates and pro-cyclical McCreevy inflationary spending. Corruption is a result of all this, no matter how much Frank MacDonald wants us to think otherwise

Even as the number of permissions dropped, the numbers of staff have not decreased correspondingly.

2008-2009, lots of staff offloaded rapid as contract employees were terminated. Most contract staff were CLERICAL rather than planners in Galway anyway.

Carlow Vs Dublin. Lots of one offs in Carlow where may permissions in Dublin were for 2 or 300 units or a large commercial development.

You could maybe redo this for sq footage processed per employee or something.
