Spanish Regional Government propping up Developers

I’m no expert (obviously!) but I would have thought that this little scheme cooked up by the regional government in Andalucia in Spain is illegal under EU rules re. competition in the property market, as it is blatantly propping up property developers:

Of course I have blatant self interest here as I have an old townhouse that I may want to sell soon, and this effectively takes the local population out of the market - any opinions or views on the legality or otherwise of this under competition rules?

People should stop complaining and trying to pass off their bad decision punishment to others and accept their medicine. This scheme is symtomatic of a corrupt area of Spain and it will have feck all effect. If you bought in Andalucia in the last 10 years then you’ve got looses coming.
