I'm not sure what the point of this is, other than to raise revenue. If you raise tax on things, less of those things are produced, so this will depress housing supply. Taxes and levies already account for a large part of the construction cost of housing.

Maybe it would make sense where prices are mostly determined by buyers maxing themselves out rather than construction costs, e.g. central Dublin. Then it would simply depress land values, which seems harmless.
